I have only played Oblivion but, I read a summary type thing on Arena.
Does it really include all of Tamriel?

Not really qualified to speak to Arena (despite my great age, I never played it). However, Daggerfall does contain the provinces of the Empire and you can travel to and within them. It has a huge number of locations- mostly randomly generated dungeon-crawls.
Arena does include all of Tamriel. Now, I haven't played Arena much so I can't really speak of how detailed/differentiated all the places are. Certainly the style/appearance is different than current canon in many respects--dwemer ruin in Arena v. dwemer ruin in Morrowind, stylistically quite different. This is ignoring advances in graphics, etc. Basically, it's what you'd expect of a Medieval fantasy-type game that had yet to really achieve TES specialness.
Edit: In particular, almost none of the rich lore that the series has was developed in Arena.
Also, just for a warning. Dungeon exploration is hell. Everything is random and monsters spawn continuously, right behind your back. Keep the save button handy.
Towns aren't much better. At least there aren't any constant spawning baddies......during the day.

When outdoors, right click on the map button. I don't remember if the manual said that, but I do remember that the manual is rather foggy on everything. Heck, it doesn't even give you the bonusses of the races. It only says that this race is tall and fair-skinned. (Yes, even the Bosmer were tall in those days.)
Wait.. so you can actually travel to islands such as "Summerset Isle" and "Vvardenfell"? Cool.
