I still don't see mods coming to the consoles though. They've got policies that limit the amount of downloads (patches/DLC) each game can have.
The business model for the consoles is to sell the hardware at a loss, and make the money on the software (games). Free content hurts the bottom line, so they try and prevent it. However, if they could make an income from the transfer of mods from PC to console, they might go for it. Right now, it looks like mods would displace sales of other games, so they don't like it.

I'm not really talking about mods. I'm talking about the ability to make simple CK tweaks. Slow the timescale down. Make bandits friendly to my bandit character. That sort of thing. From what I understand, a mod is an entire package of CK commands? What if the gamer just wants to make a few very simple tweaks, which are garnered as 'safe' to do, in the sense that these tweaks are guaranteed not to break the system? Yup yup yup.  You have to speak calmly and evenly, even as a giant ice troll is lumbering towards you.  Start getting excited and the ( ? ) symbol pops up over and over XD
