Average response time varies between 6-15 minutes depending on your location and several other factors. You call and talk to the operator, who then talks to the dispatcher, who then searches for a nearby unit, who then responds to the call. This process takes a few minutes and then you've got to think about actual drive time for the police officer. Basically, the responsibility for your safety falls on you. You can call the police and then they'll come long after the incident is over and do the paperwork involved. They're not preemptive and cannot protect you.
