Actually, I know who it is in American Dad! In Family Guy when Stewie runs the simulation about killing Lois and taking over the world, he´s one of the two CIA agents who barge into the computer room where Stewie and Brian is!
Stewie even makes a note of how similar he is to Joe.

Can´t find a youtube clip when the agents storm in to stop Stewie, but it´s him! They made a spinoff with him! A one-time show character! rollinglaugh.gif

He may have appeared on other occasions in Family Guy too, I think he has. But still tongue.gif
