No. Elsweyr was taken by force if I remember correctly, but black marsh is pretty much on its own.

Well, hammerfell is now on it's own since it refused to the terms of white-gold concordat, but I'm assuming since hammerfell is practically all dessert, they'd be wearing something to protect thier skin from the sun.

I also always though in Skyrim that the men would be really cold in their skimpy-ish skirt armor. It should have fur trim, fur linings, and like a hood or maybe a bear or sabrecat head covering.
