They tend to be quite rare as "random" encounters. That shot is from fairly far along into the Main Quest, playing as a non-werewolf. You will also get some set-piece ones during "Siege of the Skaal Village" which happens before this one. And then, once you are actually in the finale, there are a bunch.

Treydog...That armour's funky!...I do like the armour design in these games...Well, except for the ebony in Skyrim...That was so not as nice as the Oblivion ebony armour... However, the wandering around as a Dwarven tank was always pretty funky...  ... Were the Were-wolves harder than other enemies then?...I never had much trouble killing that bunch in Skyrim's Solstheim expansion, but then again, J'zirlo took out a dragon in less than ten seconds...He didn't have much trouble with anything...  ...I miss him something stupid...  ...Yes, I could start playing him again, but that would require making A Plan, Making Notes As I Play and, most importantly, Sticking To Said Plan for it to work... The phrase, I'm eating Minstrels at an unhealthy hour of the morning conjures so many wrong ideas that I shall not mention it again... In fact, scratch that whole date, I don't even know...point was, it became a deserted wasteland of activity....three billion terabytes of data was randomly wiped out.....
