It's that power station on the river west of Paradise Falls - MPDL Mass Relay Station. Whenever I rescue the kids from Paradise Falls, they always run right into the Raiders there.

Yes, it is a water treatment plant but I'd still like the name of the location.

Hint: it's northeast of Paradise Falls, if we cut a diagonal line from the location which SubRosa suggested, straight through Paradise Falls to the northeast, we come to this place. There is a barn with an enterable silo behind it and the entire area is swarming with raiders.

That is a sunken shrine due west of Chorrol, near the edge of the map. I don't think it has a map marker or name.
