The imgur links that start with www. i.imgur.com are supposed to be direct links. But the first time you click on them they don't go directly to the picture. Instead they go to the imgur page with the pic in it. The second time you click on it, the pic will come up full screen all by itself. But that only works for a few days. After that imgur forgets that you have viewed it (I cookie I imagine), and starts all over again. It didn't used to be that way. I started using Imgur precisely because it would go directly to the picture. But they changed it to give themselves more advertising. I think they want to be more of a social media site, rather than simply a file hosting one. The links without that extra i at the start always go to the imgur page. I have to agree that the DB Sanctuary is a good answer to the question, but it's not where the screen shot was taken. I believe the DB would have tried to pierce both ears at once.

Generic, so no help at all. None of the NPC's there is named, and even the named boss isn't entirely there. (Which might be enough hint for some.)

No, Fort Snowhawk has an unnamed necromancer boss, but this place has a named one who isn't exactly there. Incidentally, I haven't checked with the CK, but the picture on UESP of this location shows the female necromancer with the same hair, so she may be placed, rather than spawned from a generic template.
