That one has me tickled. It does seem to be the same area as Valtheim, but there aren't any bonewalkers there. Or is Sigrun the Draugr?

Judging by numerous beds it's probably one of the safehouses. It's definitely not the NCR, the water fountain is not next to beds, it's in another room. I doubt it's BoS either, they have green naval cots. The FoA can't be either because the water fountain is again not next to beds. That leaves the Legion safehouse which I saw inside only once years ago so I don't recall anymore how it looks like from inside but it seems the most possible answer.
