Yeah I often do that too, I will use a celebrity face to "aim" toward as I'm rolling some n3w t00ns. I can remember for instance with Lady Saga I initially tried to use Lady Gaga's face, but her looks are too bizarre for vanilla Oblivion, so I wound up using Taylor Swift instead.

On the other hand, with some characters I don't want them to be so obviously good-looking. With Dyan phor a'Cauz for instance, I was thinking "I want to make her look like a female EMT, or a female cop." Somebody who's there to help and do her best, not necessarily there to charm. Sorta plain-looking, rugged face,
is what she had. No makeup for a lot of these gals here in Earth, and I was able to do all of this with Oblivion's vanilla tools because it's got eyeliner, cheek blush, lip colors (etc.) in its character creation, sort of.
Anyway, Hecate does both. She's there to help and do her best, yet she's also good-looking, but in sort of a colder, hardened way. Like, look at her in that first picture. She's rocking some detective clothes, yet the camera loves her.
That ghoul in the second pic does look sort of perturbed! And nice gun battle too, in the other pics.
