If the hat is modded, then it must be in Capital Wasteland because that rattan hat is by default available in New Vegas.

So maybe she's outside Vault 101?

Hmm. That looks like Weynon Priory. Hold on though. It looks different. Could that area have some things added by mod? I don't think that is the Knights of the Nine priory. I don't remember there being any cobblestones in the road down there.
