It's probably just some phone game. It would take years to make another real game, and I don't see Bethesda doing two PC/Console Fallout games in a row.

This is what Khajiit is thinking. The time period for this game appears to be only 25 years after the bombs fell, so this one is very curious as to what they are planning.

I thought about a repeat of Fallout 3/NV. But that came about because of a unique situation. There was a court battle over who owned the rights to the Fallout universe. Bethesda won, but Obsidian was given the right to make a single Fallout game. So we got FO3 and NV. I am not aware of any similar legal battles going on, so I don't see that happening again.

Still, they might go the Call of Halo route and put out a game every year, re-using the assets from Fallout 4 every time. I don't think it would be a good thing. But it looks to me that Bethesda's leadership is falling apart. They almost went out of business once because they started branching out into tons of side projects, and they over-extended themselves. They got back on track by focusing on their core games. Now like a meth junkie, they are going right back to what got them in trouble in the first place.
