Steel has a tendency to ricochet when hitting hard targets, lead doesn't. Safety issue, in other words. Metallic lead is not an environmental hazard. Lead compounds are yes, but metallic lead is not.
And lead is cheaper than steel or copper, the other two shot options. Cali was trying to ban all lead ammo. The options for shot(which is illegal to use lead shot in waterways) are copper or steel. Both of which are expensive af.
So yeah. It's less about anything but control. Trying to price people out of shooting and fake science.
