That is old Gullet Sinkhole. If you go down the sinkhole, there is a magazine that increases your swimming speed.

My characters will often use a stealth boy to sneak past the Deathclaw, then jump down the sinkhole to get the loot down there.

Pelagiad. My memory is fuzzy since it has been so long since I've really played Morrowind, but that is what I remember Pelagiad looking like. Speaking of which, I ought to go grab some screenshots from Morrowind and Oblivion sometime, even some from Skyrim. It looks similar yes, but it's not the one.
