I think that's the place in Shadowfen, east/northeast of Alten Corimont. The ship and the camp are populated by hostile bandits/soldiers, I don't remember anymore. North of the ship is Captain Bones, the world boss.

That is indeed The Graceful Dominator. The camp is populated by Dominion soldiers (Bosmer) causing trouble for the locals. It is a lovely swim, day or night.

That is my little piggie, Bessie! Psijic Domino Pig to be exact (although it sure looks a lot like a lot of other pigs in the game that are, well, not at all related to anything Psijic). The water you see is actually the Abecean Sea, part of the Eltheric Ocean, but that is not the location I am looking for. See Grits' response below.

It is indeed Stros M'kai, but not quite where you're thinking it is. I forget the exact name of the location, but this particular spot is not named. Hence the bonus cake if you get it! But just the landmark that is behind Cincy will do, which IS named.
