I think that is the Highway Patrol Station with raiders in it. There is usually a random encounter just north of it on the highway. And Mit would be facing the jail cells, which are filled with giant mantises (mantii?).

Umbacano was there. I switched the Ayleid Crowns on him, so the defenses killed him automatically. If you squint really carefully at that pic, you can see some of his corpse on the throne behind the army of skeletons.
