I don't think so, that one is an actual shack, not a ruin of one. And neither is it Meeko's shack, for the same reason.

Yikes. I meant to say the location in Kane's picture is near the DB shack. Because I don't think the broken-down shack in that picture has an actual location name.

Hm, little far from the Abandoned Shack. Just to move things along, I'll say it's near a main quest location.

Well, the only main quest location in Hjaalmarch that I can think of, is Ustengrav. But I don't remember a ruined shack nearby, so even if this answer is correct, it isn't a genuine answer.
