and btw don't attack vivec, for your own well-being. no-one but megil knows the extents of the security, and i won't tell you. but isaarin, like everyone else knows nothing of the security in the city. he could always attack if you want, but it would simply be his demise.

He started as an important official in Balmora who mostly dealt with the Empire and the Legion before raising in the ranks and becoming a public speaker. besides seeker hasn't even revealed all his arsenal of chars, or even developed the true madness of those already established.
I think small skirmishes might be good, you know in the middle of ald 'rhun house fanatics gettinat each other.

Buold it up like the American Revolution, just have seperate incidents that contually raise the tension and loatihng ebtween the Houses. Have Hlaalu pushing for a secret war and hiring thugs to move in on redoran territory, then when they're caught they pretend they're jsut bandits, etcetera...
Telvanni are in the middle of a small plan to free up a few pockets of land west of them so they can control the entire east side from the Coast to the Mountains, so they're having a sort of publicly known secret war against the Ashlanders in the area. Zainab, the first tribe attacked, therefore considers it open warfare, but they're only ones and they're in hiding.
