there are quadrants for the shields, meaning any portion of the city can be isolated from the rest. It was used in teh sewers earlier. then deactivated after ced was captured. then city wide shield was activated after the massacre.

A Thought occured to me. Since the Nine-Divines temples were all in Imperial forts before, and all the imperial forts are slagged, the Nine Divines' temple needs some well....temples.
