Don't know where you got those numbers from but minor skills start at 15 and major somewhere around 30 and I know from experiance that you can get above 60 without going to prison even with the race bonuses and speciality bonus. I don't, I think there needs to be some way to exploit it to get super high level characters if you are willing to work hard for it, and you do indeed need to work hard for it because often the skills which are hardest to train go down and then you need to go find/make a trainer or train it yourself which is all in all very long just for one extra level.

Actually, I don't think you can say any level amount at all just yet. Now that I am thinking about it, does anyone really know how many skill increases you need to attain a new level in Oblivion? I would be slightly surprised if it is still ten b/c they said they made it a LOT harder to raise you skills now. The reason provided for this was that they wanted them to have more significance b/c of the new skill perks for adv./master/expert levels. The way is was put was like this.... "By the time you reach the end of the main quest you ... have one or two skills at (max, aka 100)" -recent interview with a video of screenshots from the game. Not sure who the speaker was, but it was definitly a dev. So...yea..... SO exact level and skill speculations are slightly less meaningful than they were before, maybe.

I think I heard in an interview it's still 10 major skills increased to level. They do keep assuring us it's the same basic system as Morrowind so I'm pretty certain. Also, I believe Skill Perks are at level 20, 40, 60, 80 and 100. So if it's in your Majors, you're bound to start with one perk, which would make sense since you're generally more skilled in techniques than someone who has never even used it. Yea I JUST saw that in the last day or so and now I see why they can say ten, lol. I agree with your perks, I think I read the same info in some dev quote somewhere, but it has been a few weeks since I read the dev quotes and my mind is not really great right now b/c I am starting finals week soon and am preping for it.

Novice - 0 Apprentice - 25 Journeyman - 50 Master - 75 Grandmaster - 100 Makes sense...

apprentice- 20-40
Journeyman-40-60
Expert (instead of master)- 60-80
Master (instead of grandmaster)- 80-100
would also make since and that is what I think it is...although I don't intend to bicker about it.
