I was trying to create a spell for Magicka restore. I saw in the Prima guide that in the enchanting/spell making section, they have a Restore Magicka and Restore Health. What do I have to do to unlock those, as there are no restore magicka/health in the list for normal Restoration spells. I want to have a magicka regen spell Potions have them.
There really is no restore magika spell as the balancing cost for casting such a thing cost more than the magika it would give you.
However, you can fortify magicka and intelligence.... giving you a higher maximum amount. Then fortify your wisdom which will make your magicka recharge faster to fill it all back up quickly or use potions/welkynd stones to quickly fill it up.
You should be able to make restore health spells right from the start.

I've actually only recently started using Restore Magicka potions, and find them extremely useful. I took two homemade potions while fighting a brown bear and a timber wolf, and I could keep casting high magicka spells over and over. The magicka 'meter' went half way down and almost immediately back up (I have about 320 magicka). The regeneration rate depends on Alchemy skill and quality of equipment used though, I think (have Expert mortar and pestle and Journeyman the others).
Sorry for going slightly off-topic, but just wanted to tip you since there are no Restore Magicka spells. And keep some Restore Health potions handy as well. Equally beneficial, if not more (I'm the kind of guy who thinks reloading kills realism).
Also note that you can only drink 5 potions at a time, so leave some free slots for Restore Health potions.
