Well dragons and argonians are both lizard type creatures so imo its very cool. Any chance of making the torso as well? Soulseeker is right in that it looks a little ambiguous (mainly because of the 2 horns) so showing where the neck hits the shoulders and collar bone would help to emphasis the humanoid structure of the argonian.

He looks kinda dragon-y because of his snout, its too blunt for a Argonian IMO.

Actually i believe the reason why it is mistaken for a dragon is because the style it was artworked has been used to create dragons before. So if you think laterally, that is indeed an argonian, just in a different art style than you are used to
