Help on quest Options

Ok, so i am on the quest where i summon some woman in the jerral mountains and i must make an offer of glow dust. Where do i get this? I hope its not from the Will-o-the-wisps, they rape me.

There are 2 ways that i have found to do this:

1. do the oblivion gate at the top of that hill first (and pick up a dremora longsword) with a dremora longsword you can kill the will-o-the-wisps.

2. later I also found a shop in the Imperial city which sells glow dust.

I collecteted 2 glow dust items, but how do i have to use them on the statue? how do i have to offer them ?

I tried everything really.

I think you have to put them on the shrine and wait till i think 9pm for the offering to take place. Its in your quest notes

is this the statue of Azura or am I thinking of something else? if so wait untill dawn or dusk, 7 am/pm and then "talk" to the statue.
