Setting Quick Keys, How do I set Quick Keys Options

I missed the instructions in the tutorial, and the manual does not say how to set the quick keys (keys 1-9). I know it is a newbie mistake, but can anyone tell me how?

Open your inventory/spell list. Find the item/spell you want to bind to a quick key. Hold down that quick key (the number on the keyboard) until the quick key wheelmenu appears to the right of the menu (the menu shows what's currently to assigned to each of the keys). While still pressing the quick key, click on the item/spell you want to bind to the key in the menu.
