 Guards killing guards. Why? |

Hello. I noticed that in Oblivion when you fight against many guards or with many guards sometimes they are fighting each other, and kill each other. I think it is because they sometime hit each other accidently (not sure about the spelling). I just wonder, why! Why do guards kill other guards? It doesn't make much sense to me.

Okay. City Swimmer in Bravil pick pocketed a man and got killed. It turned out that she stole a piece of bread
