Noone will beleive me when I say that I am 70% sure that it WILL in fact be set in Skyrim.
I have seen...things, I have spoken to...people. Unfortunately I am sworn to secrecy on both accounts, as to what and who they are, so for the love of all that is holy dont PM me for anything!!
I am allowed to say this however, Oblivion treated the lore brutally, largely due to the fact that Michael Kirkbride, also known as MK on the main site, was not present for the development. (Notice how Mankar Camoran misnamed all of the Oblivion Sites of the Daedra Princes?) However, Kurt Kuhlmann, is apparently one of his lieutenants in a sense, as has been hired on for the development of ES V, so MK who still does not work in Bethesda technically, but still continues to contribute to the Lore of TES, will have a larger voice in its creation, so we may see a return to a Morrowind-style atmosphere of immersive lore.
Some of this is fact, and some of this is simply conjecture on the part of certain individuals who are in an inner circle of sorts. So dont get your hopes up too much, like with OB, but there might be some ointment on the wound like with SI.
