Not many leads there - but I doubt she's manipulating him. If I were to guess now I might say a visit to Cyrodiil could be on the cards, and possibly an arrest.
You've certainly managed to keep the mystery in this piece without letting up. I await the next installment. -------------------- Look behind you and see an ever decreasing number of ghosts. Currently about 15.
