An interesting point. I suspect you may be onto something for the most part. Speaking for myself, I have had at least one ongoing character for each race except Khajiit (which is a shame because I actually like the Khajiiti, I just can't get past the idea of an individual covered in fur encasing themselves in armor... or clothing), and I haven't completed the game with any of them. I don't need to 'complete' the game in order to feel good about it, and I don't need the achievement validation.
