I'd disagree. There are always the guild quest-lines, and it's also different in my game because I create my own mods.
In my Gweden Brothel mod, half the quests aren't available until you're CoC, as that's when Ocato trusts you enough to hand over control of the Red Dragon Club. It's the defunct brothel that the late Count Goldwine used to run, and it's also the cover for the Imperial Intelligence Agency. That mod also has extra quests for the Arch-mage, Listener, Master of the FG.
In the Rumple Mod, the CoC/Madgod gets a series of quests that lead to closing a couple of Oblivion gates in the Isles. Dagon is trying to get revenge on the CoC, and once the latter becomes Sheogorath, the former can cause trouble there.
With both mods in play, there are a few extra cross-over quests, too.
I'm building another mod (Evergloam) that adds continuation quests beyond the Thieves Guild ending, although that one doesn't care if you're CoC or not.
I'm not the only one who's created post-MQ quests as mods. Look for a few at the Nexus and carry on.
