As I picked the Rumors option, I heard there were some who wanted an Update thread for Fallout 4.

Very neat history. Though if the brother was Zach, then maybe he should be named Cloud Strife?
 Sorry, I could not resist a Final Fantasy VII hook. It sounds like he would have gotten a Section 8/Medical discharge, given his mental issues. A pardon is for someone convicted of a crime. Given that his shooting of his brother was an accidental occurrence in the middle of a battle, I doubt he'd have faced criminal charges for it.
