Yes, the combat armor is quite good in this game.
Different stat layers can be added, like leaded to help with radiation protection, pocketed to help with carrying capacity, boiled to help with durability and general protection, etc. Each layer of underclothing can also be changed and ballistic weave can be added to that to help with the overall armor rating.
Remember those days when you first saw the cool duster or longcoat in FO3 and then realized that you had to fix the DR with mods? Well the great thing in this game is that ballistic weave comes in a variety of levels to help with that.
With the Far Harbor things I am pretty sure those ones come from a new mod I added. The reason I am not 100% is that Beth also just released new content to the workshop with posters that can now be lit up with background light. I haven't tried that yet.
The Bobblehead stature is another mod. It removes the Minutemen stature and puts up Pipboy instead.
Sorry about re-writing American history there! Us Aussies do have a bad habit of playing around with the past.
The game also has new weapon racks, stands and mannequins.
