Here is my totally unmodded (just using the in-game Editor) Sanctuary Hills Settlement. (working on making a modded one; not tested it in game yet). I haven't put a beacon up yet; so no Settlers yet. I had no idea. I thought the radiation was from its own marker that you could not interact with.
