"The legion is...er...well...was like any other faction, it had its undesirables, corruption and inner conflict...mostly within the important and high ranking people. The legion had its own problems with all that stuff happening in the Imperial city, the taxes had to be raised to try and restore order to the way of life." Kiln said and paused for a moment to let this man absorb what he'd said
"The blockade kept the mainland from sending messages to us so our generals and commanders. They didn't know what taxes to charge so they started to charge people the taxes they felt were right, ridiculous taxes of not only money but food and supplies as well. Obviously the citizens of Vvardenfell had other ideas though and since the legion is concentrating on their own problems, they're not going to do anything about the problems in Morrowind." Kiln said
Perhaps I'll end up meeting with this man again...I have this feeling...Kiln drank from the flin and put the remains of the bottle and a few others into his pack, not caring if he seemed greedy. He heard a noise outside.
"What the hell? I knew it...Val, watch them." Kiln said storming off to the door expecting that the noble had brought house guards with him
Kiln slammed the door open and looked around, seeing the boy from earlier sitting just outside.
"What are you doing here?" Kiln said angrily
