Isn't also possible that if there was a really popular mod that Bethesda could put on Live?

Bethesda is responsible for EVERYTHING they put on the Live. Thus, they could only put 'qaulity' stuff on there, and if they started putting fan mods they considered good, it would only lead to bruised feelings of those who didn't get put on, not to mention looking like favoritism. etc. Its just easy to stick with Official stuff.
