i hope that if ur really well known for crimes the police would send bounty hunters

I'm not so sure that would be such an easily implemented thing unless it was attached to the mainquest. See, they'd obviously work for the dark brotherhood, meaning if you joined the dark brotherhood it'd be sort of weird to have assassins come after you.
