First Codex Update!, I've been looking forward to this ^_^ Options

As promised, Bethesda has now updated the Codex part of their website. They've added a new book, and they've updated the race info. Most prominent new addition there are the new maps, including a map of Cyrodiil with all the cities on it!

Other than inexperienced what could green mean?

The Daedric symbols say DAGON. This looks like the something by the Mythic Dawn Cult. The ones who possibly assassinate the emperor.

There is a place called the "Green Emperor Road", a path in the courtyard of the Emperors Palace. It's a bunch of talking, living topiaries of the heads of the past emperors. Beyond that, I'm not sure.

Anu and Padhome are "Stasis and Change", parents(sort of) of Akatosh and Lorkhan, respectively. Considering the destruction of Lorkhans heart in Morrowind, perhaps this has something to do with it.

I'll guess that the New Dawn is the Dawn of a New Era. I'll have to go back and read all of the dialogue from the Mythic Dawn Cult people. I would say that this will certainly pertain to them. The lore in this game sounds to be fantastic.

If a palace of night, it may be Nocturnal's "palace":
"Nocturnal, whose sphere is the night and darkness; who is known as the Night Mistress."

If a palace of dreams, it may be Vaernima's "palace":
"Vaernima, whose sphere is the realm of dreams and nightmares, and from whose realm issues forth evil omens."
That last part reinforces your idea a bit, mayhaps.

I'm pretty confident GREEN EMPEROR means nothing more then 'new emperor'.
