The title means nothing. If one single congressman so wanted, he could slip in an amendment making it illegal not to perform a human sacrifice every Thursday (and then run slander ads against all his opponents for not supporting the "defend our homeland and help the poor abused women" bill).
Effectively, now whenever a must-pass legislation like this "defend our homeland and help the poor abused women" bill gets drafted, any single congressman can write whatever law he likes, assuming that he gets it slipped into the fine print of the bill -- relevant or not, completely contradictory to the spirit of the bill or not.
Eliminating such a thing would be a high priority for any fair government. Not so for a government that only needs to present the illusion of fairness to people like you, who will read only the titles of such bills and sadly represent the majority of voters.
