Oh yeah, new races. The hardest thing would be to balance them. Bethesda had a long time to balance their races, yet it still felt a bit unbalanced from time to time. (I tend to just bash down anyone who isn't an Orc, Nord or Redguard in just a few seconds, worse with Adrenaline rush.) That shows how hard balancing is.
About half races, I've been messing with this sci-fi/fantasy setting of mine for a few years and there is a race running around there who look like a mix between woodelves (size and pointy ears, but they've got very pale skin) and Argonians (horns and those fish-like fins on the top of their head)
I would try to mod them in if I could (which I can't), but really they are unbalanced. If they were in Tamriel, they would outslash a Redguard with a sword and outcast a High Elf with magic.
What I'm trying to say? I hope that everyone who makes a race mod will spend a few minutes thinking about balancing, unless the race is meant to be uber.
