i'm currently doing the Fighter's Guild quest "A Rat Problem" in Anvil... Arvena Thelas wants me to spy on Quill-Weave, but i am having a hell of a time trying to find her. any tips on where to check, or is anyone else missing this NPC? thanks in advance

hmm, just realized that theres a black arrow on the map where she is...
