You can eventually just walk in, jump on a horse and ride away, on some places, no one will see you (I don't remember in what city I stole my horse). The problems:
-Your horse will slowly walk away when you go off it -If you go on it, people will think you are stealing it - even if you're on the other side of Tamriel. --------------------  |
