Ok, I played Morrowind for the entire year that I was deployed to Iraq last time.
I played over 1000 hours on that game and I still loved it. One thing that I did not
like was that I was capable at level one of beating the entire game. This was
done by enchanting, levitating, bartering for free money, and the corprus disease.
Oblivion appears to have fixed that. Also, Morrowind was almost TOO much
reliant on character skill and not really so much on player skill. Oblivion seems
to have shifted that balance some as well, which sounds good. I would like
your comments on this.
However, I believe that you could still have an
"invincible" lvl 1 char. Here is how: If a person took Speed as a favored attribute,
and the Steed as a sign, as well as picked a race with a speed bonus, he could
just kite enemies with ranged attacks via marksman skill. The +30 (or so) to
speed should keep you from getting caught, and
as long as you have arrows and have enough FPS experience to HIT your
target, then your shots WILL do some damage, and EVENTUALLY anyone
should die because I unlike Morrowind, skills affect DAMAGE and not your
hit chance. A hit is now a hit, and only damage is a variable, so as long as you
keep shooting and hitting, you should be able to kill anything that cant catch you
or paralyze you. Does this sound possible??

What follows is not intended to be a spoiler, but does mention some game mechanics as I have observed them. Dont read on if you dont want to know.

~~~~~
I have encountered the quest requiring level 2 and another requiring level 10 to start. I dont think these are on the main plotline - so they may not be required (depending on your meaning when you say 'beat').
As far as I can tell almost all* content is levelled. (I have only played one character to level 7 and a second to level 13 - but the level 13 guy has gone over some ground the same as the level 7 and all the creatures were different when his level was different). (However the level restricted quests may contain non-levelled opponents or minimum level opponents).
*I do still encounter the occasional wimpy little rat - but I have yet to encounter something that is patently too high for me to take on and have a chance of beating.
I should mention that I have encountered some very fast critters and kiting may not be possible on them. (Depends on just how fast you can be - and how NPC speed is being handled by the game - there is a reference in another thread here to a horse appearing to have variable speed (when unmounted), which may mean the game handles NPC speed in less predictable ways).
You'll have plenty of challenges to face for another 1000 hours :)
