The only place I've found it is on bandits but, its not full set ever. Does anyone know where I can purchase or steal or find or do a quest or any way I can get some?

Kill bandits and get the whole set. They'll probably have each set. And it also depends on your level. The armor gets better as you level up.

Im really hard pressed not to find full sets of Deadric and Glass armour. I leave it most of the time.
