I want to make a distinction, RACKING is brainlessly mixing random potions as fast as you can, punching a lowly skeleton a hundred times or leaping/casting/running/sneaking into a wall for an hour with a rubberband or a rock. CHEATING is using obvious glitches, console commands or button combinations.
There are more examples of both of course.
in TES games you kinda have to rack if you ever want to max out your skills. No way you'd ever get alchemy up to 100 carefully mixing usefull potions. And I wanna see all the dang effects. In fact I want to max all my skills eventually, but not before I finish all the quests. I find great satisfaction in maxing out a skill.
