I need help with the shrine. I use it but then when I leave jail it says I didnt affect everyone. What do I do?

I hated that quest too - very buggy.
I'll try Hypno's solution, just run to the statue when I've spelled 'em. Earlier I served my time, but that meant I lost a few stolen items (to solve that I did the 'ol, drop the stolen items before going into the banquet room trick). |
