How do you get more options for enchantments to add to your weapons and armor? Right now at level 12 I can add the basic enchantments like fire, cold, shield etc.. is there a level or skill I need to get ?

What George said is right. I found out last night from experience that you have to have the skill and the spell in order to enchant an item with it. I bought the Feather spell and tried to enchant my boots but my Alteration skill wasn't high enough to cast the spell and so I couldn't enchant with it. I then raised my Alteration skill up over 25 and I could cast the spell and I could enchant my boots with it. So there ya are
