Need help on two quests 'A venerable Vintage', & 'When the vow Breaks' Options

Ok, the first quest that I need help on is 'A venerable vintage'. You start this quest by finding shadowbanish wine in random loot, and then a journal entry pops up on the screen and says 'This wine looks quite old and valuable, I should try and find someone who knows a lot about wines".
I've already been to anvil, where if you talk to people and select "rumors" some people say that the guy at Counts Arms inn knows his wines, but there isn't an option in his dialogue menu that says "shadowbanish Wine" or that says anything that pertains to the quest.

the second quest that I need help on is called 'When the vow Breaks'. You start the quest by killing bandits in tombs and if one of the random weapons that they drop is called 'Rockshatter' and you pick it up, then the quest will start.

Neither of these quests have "Quest arrows" that tell you where to go, which is why I am asking you guys for help.
