How about you do the outer realms that were talked about in Morrowind and find somewhere in the Oblivion zone to put a potal to the other realms? (my friend started this one but ended after installing the Fire Realm)

 those suckers are trapped out there... wait that'd be cool, super dwemer stuff and those Ballistas would actually work (giant crossbows out in fornt of the ruins)-------------------- A skull, some blood, and a flying mace. Not much to work with. ~Imperial Legion Captian.
