I don't know if this is right, but I always thought that moonsugar was the ingredient that skooma was made out of. And that skooma could be smoked or drunk depending on how it was prepared.

A thing that I like about Oblivion is that necklaces and pendants now can show when you wear them. Some rings also can show on your fingers. That used to bother me that they had pretty enchanted jewelry in Morrowind but you couldn't see them on your character.

That is correct, skooma is made from refined moon sugar.
But Khajit also consume moonsugar alone, I thought it was because of financial reasons (Moonsugar = 50 Gold, Skooma = 500 gold). Remember aproaching a Khajit and you get ''Sweet moon sugar''. But this was Morrowind, in Oblivion skooma is 75 Gold, and there is no moon sugar Why, that's beyond me
