hmm interesting idea... but i headed down that road once already: I had a good idea for a huge mod for another game some time ago. I had some skills (but not much) and because of the idea i had i was able to get about 9 people into it. With irc channel, forum etc. Went along quite well - but then, i found out that the guy who starts the whole thing needs talent in organizing and has to be quite experienced in at least one branch of skills needed for the whole project.
My idea got spoiled by the lack of experience/organizing skill mainly. Forum, irc etc. are not that important, you just gotta start off. All of you who already want to participate, learn stuff, create some content basing on your idea (coder etc is not that important at the beginning).
If you manage to take the first, hardest step, and actually create some stuff :
a) people will join automatically in a working, promissing project

you will have skills to create very much on your own
and c) Naming, etc will get quite easy.
