The only place I've found it is on bandits but, its not full set ever. Does anyone know where I can purchase or steal or find or do a quest or any way I can get some?

Sorry, I dont have "by name" ideas of where to find Marauders. If you are level 23, just hop on Shadowmere or a Cheydinhal Black, and run toward every Fort, Cave, and Mine you see. The Maurader ones will have a couple Mauraders outside.
One I think, is that base that is RIGHT ACROSS THE RIVER from the sewers you exit when you first finish the begining. And since things respawn every few days, there should be Mauraders there. The Azura Shrine quest sends you to kill vampires, and a couple of them are heavy armor types. If you are level 20 or so when you do that, you will get some nice armor and a NICE bunch of enchanted arrows. Hope that helps...
